[API] Add a request with a timestamp for updating the history

Similar to https://market.csgo.com/api/v2/full-history/all.json, but in addition to the ID, it also includes a timestamp.

Currently, to find out the time of the last update, you need to load the specific item. This is inconvenient. And if the update is delayed by more than an hour, it triggers "idle" requests.
